Phil Scott that shifts Vermont’s homelessness program by giving community action organizations the role of providing shelter—while the Hotel-Motel program stays for one more year. Starting this July, the state will give $7 million to groups to build intake shelters with full rollout planned by summer of 2026.  NBC5
